This comprehensive document was developed, discussed and agreed upon within the OSCE Office for Democratic Institutions and Human Rights (ODIHR) Human Rights Education Lab (HRE Lab) project in 2024. Sixteen representatives from 12 leading Belarusian providers of non-formal education in the field of human rights (names withheld for security reasons) contributed to the development of the document. Among the sixteen persons were those representing specialized providers (carrying out educational activities focused on human rights) and non-specialized providers (engaged in general civic education, that incorporates a human rights component).

The Human Rights Education Lab project provided tailored support to Belarusian human rights organizations in exile who had to adjust to a new environment while continuing their human rights education (HRE) work. Representatives of human rights civil society organizations attended a series of meetings and training sessions in 2024, where they had the opportunity to reflect as a group on what are the avenues for human rights education in a Belarusian context after 2020, and how to increase the quality of HRE both for Belarusians in exile and those who are currently in Belarus. While attending a mix of online and in-person activities, participants also got new learning opportunities, covering innovative topics related to human rights education.
